Considering that's how we ended up with a reboot in the first place, I'd say you're spot on. They didn't think that level of sales was worth the budget... so they rebooted with higher budget and got the same sales. I don't understand the point of spending way more money to try and fix the problem of "financial disappointment" wouldn't it be counter-productive to idea of gaining profit? it's rather annoying how companies are considering hit games to be "disappointing".
