The PS4 has two processors, one devoted entirely to background noise. If MS can hit an extra core on the mess that is the XB1 OS, I'm sure Sony can do the same.

If your definition of "modern" means circa mid 2009, sure. That's about when the hardware in the XB1 was considered "decent". I can buy a $150 video card that gives better graphics than the XB1, and build a complete system that shatters it in performance for $400. Strictcly from a hardware standpoint, that is.

I think that's just because the One is inexplicably slow at installing from disc. The PS4 is much faster.
