Great observation - they're both hardened men trying to harden themselves further, but something about their natures just won't let them take the next step to becoming truly calloused. Their hearts keep tripping them up.
That is just what I wanted, and just what made the most sense for weaving together all the work the show had put in - and for once, I would have appreciated not having my expectations yanked away like a football.
