Actually a Red rig with appropriate glass is quite quickly into that price range by the time you actually have a full rig. A $USD60k Red Rig is hardly unusual these days.

From an educational point of view - kids don't actually learn languages any faster than adults - they just have fewer mental blocks about making mistakes. The correct environment for learning and any adult can pick up any language to a very reasonable level quite quickly.

The options list also include disruption lights and sirens - basically they make it impossible to be facing the vehicle or to get too close to it - all handy things in a possible kidnap situation.
