That's on the 8.9", which will give it a ppi slightly over 300. The 7" is 1920x1200, and if that's anything like my Nexus 7 2013, it's pretty damn good.

No. Android phones come with either a stock or OEM launcher. You can download a third party launcher to tweak the appearance to your liking.

I'm willing to bet that this is because of the optimized nature of iOS. Android needs to be able to be run on hundreds of devices, but iOS can be optimized to run on just half a dozen. When you have that much control over hardware, there's no excuse not to optimize it.

Agreed. It's faster, but only in theory and in benchmarks, which doesn't really mean anything. You're still pretty limited in features, and awesome graphical performance means jack shit with a small screen.
