They get 30 minutes because there should always be a warm-up phase before and cool-down phase after your run. Its usually recommended that the warm-up phase be at least 5 minutes, and cool-down varies but I usually do 3-4 minutes. 5 minutes + 21 minutes + 4 minutes = 30 minutes.

This is a training exercise not a practice 5k. It's to build more muscle and increase stamina rather than to simulate running a 5k. After doing this for a time you should be able to run a 5k faster than you did before.
