I share your frustration about why they didn’t just pull an already developed engine out of inventory with more power. Why not the 305 hp WRX mill? I don’t know. Millions saved in development costs of a smaller and less powerful engine.

There was some involvement by the EPA, testing or construction or something the day it happened. The EPA refused to say what they were doing there other than to admit they were onsite. Here is a link to one article about it. Google has plenty more.

I wont disagree on principal here. A lot of ponies in a legal engine, plenty enough to go fast around a race track. My only concern with the wording is how strict it is and not allowing any modification at all. The engine builders need the freedom to modify and make adjustments on the fly, even at the track.
