Considering the great reviews it’s been getting and the fact that the previous show Headland created was the amazing Russian Doll, I’m going to say no, I don’t think that’s what’s happening.
Alternatively, this is Disney reacting to the sustained racist/sexist/etc. diatribes that have already been levelled against the show prior to its release, apparently merely for existing.
It would be great if people would stop using phrases like “reactionary culture war.”
I saw this movie as a preview a couple of weeks ago at Alamo Drafthouse, and I’m absolutely obsessed with it.

Got to say using the stealth suit for a start is a big improvement over the Red White and blue comic mess from Falcon and Winter Soldier .

But actually, from a non-linear, non-subjective standpoint, a lot of it is bad but saved by nostalgia.

“The Mummy” from 1999 paved the way for the summer blockbuster as we know it? This sounds very much like what you’d say if you were born in 1993, but summer blockbusters have been around since Jaws in 1975 at least.
It’s kinda natural to want to see the other side of the coin. The Clone wars did plenty of exploration into the dark side and showed the things dooku and ventress were doing. I’m happy to see more of the non-skywalkers.

Indeed, although most people would probably agree that implanting oneself with a multitude of metal staples just for the sake of a movie role is taking the changing process not just one, but actually several steps too far...
