I actually think the cap and other surrogacy restrictions are important (and there should be other international laws). You see huge problems in countries that don’t regulate (ie Phillipiines). It prevents people from using economically disadvantaged people as incubators.

Unfortunately, they are bound by laws setting maximum amounts you can pay your surrogate. There’s a public policy argument against people buying babies.
