I suspect the devil is in the details. They likely don’t sell data “is linked to individuals”, but I’d bet they anonymize that data and sell that hell out of it.

I really wish there was a way to independently confirm or disconfirm Google’s assertion. God knows insurance companies won’t tell you that they bought your GPS data from Google and used it to raise your rates.
