There's no straightforward consensus. From the comments exactly half believe it's ugly and cluttered, and half believe it's pretty and useful. There's really no telling until it's in your hands.
90% of all Windows crashes are from third-party drivers, not Windows code. The burden really is on third party coders to ensure a smooth program experience, and this has been the case with every new version of any OS. We'll see what happens.

The Chrome browser only just recently creeped up on %10 of the market. Not to mention that there aren't even any Chrome OS devices out for sale yet.
