They got the coordinates from the EXIF data in a picture. That data included those coordinates, obtained by the GPS of whatever device they used to capture that picture. Its not an IP adress. Tethering is not going to help you at all if you are dumb enough to enable geotagging while taking pictures inside a terrorist…
