My wife and I were discussing this same topic last night, and noted that even though I have some legal background, I had no clue what the details were. It sounds like it really functions pretty similar to a personal bankruptcy, just on massive scale and with lots of suck. Also, fantastic infographic.

The problem is that the Supreme Court says drug checkpoints are not kosher. Non-technically-but-in-reality, these officers are breaking the law themselves in an attempt to catch law breakers.
