You’re totally correct. The blizzard spells don’t damage until the ice “shatters.” Correct me if I’m wrong, doesn’t the ice also freeze the enemy in place? 

Blizzard and Aero are like that yeah. There’s initial hit and the another hit sometimes after. Aero is faster though in that regard. I guess it makes them more “tactical”, but it’s indeed pain in the ass to to hit them, since enemies weak to them are quite often quite agile.

The thing that is routinely throwing me off is how the main cast sticks out like a sore thumb compared to the general population and NPCs. In FFXV I remember the merc NPCs had some goggles, leather, harnesses and stuff.
