There’s a chance even that wouldn’t deter bad driving. I live in a country that mandates 40 driving classes with about 4 on road exams and still the drivers are much more reckless than the States, with much more disregard for traffic laws.

Yea that's what I think happened too. I've seen people at go kart tracks hit the tire walls and keep ploughing on through more sets of tire walls from freaking and keeping the accelerator pinned. People that drove there in real cars....
