I think the critical consensus is that it is a decent game but not a great one. Did you have Ubersampling turned on? If so then try running the game with everything else maxed out but Ubersampling turned off and see how it runs. That was an extremely performance costing feature that was not meant for a normal PC.

Well obviously there have been plenty of successful games that run at less than 60 FPS. That means 60FPS may not be necessary in all cases, but it doesn't mean it doesn't help.

Well if you didn't notice, this game is being made by a different developer than the other Battlefield games. I might expect DICE to focus on fixing the game but I wouldn't expect another developer at the same company to.
