The answer is pretty simple

Perhaps you mean he should move to a nation where police are required to follow the law, the same as everyone else? Again, he already lives there.

Same way as the little thingie that empties a water bed. Air rushes down a tube with a small hole in it. As it passes the hole, is creates a vacuum and tries to pull whatever is in the hole down with it. Connect the hole to a gas tank, and you have the worlds most basic carb.
