If 1% of the cars at a traffic stop has stop-start, then that is 1% less emissions when the cars are standing still (Which they do a lot in city traffic). 1% is better than 0%, is it not? In Europe at least, the figure would likely be a lot higher than 1%.
I admit it might not be the case for the US, but it is pretty much standard for cars in Europe. This is because it reduces the mileage, meaning less taxes due to emissions.
And since it is standard on a majority of new cars, it soon will be.
It reduces local pollution. It's extremely useful, especially during winter when the air is more still. Even more so for diesel engines.
