You can, if you infuse something with an item within 5 light higher, it gets 100% of the benefit. IE: 276 Legendary Helmet + 280 Blue helmet = 280 Legendary.

I think Twitch chat is a integral part of the service for most streams, it only sometimes becomes a problem when you have over 1000 people watching imo.
