If he owns a legitimate copy of SMW for his SNES, is it still unauthorized if he makes a ROM backup of it on his PC and plays that version? Were there specific terms and conditions printed on the cartridge/its box talking about this back in the SNES days?

Simple, my boy: While there is definitely no worthwhile story in this game and a measly sum of three total cutscenes in the game*, you’re forced to re-watch these three cutscenes endless times as there are only six total levels* in the vanilla game to play.
