I disagree that there is an order. Wasteful spending should all be cut. There are no priorities given. An expensive unnecessary thing and an inexpensive necessary thing are both equally unnecessary, cost is irrelevant.

Actually, you stop buying both. The only way to stop wasteful spending is to see it as an absolute category based on necessity, not an arbitrary line based on amount.
