I've used Tarte's Maracuja cream as a primer for that area, and also Smashbox's under eye primer, to great results. I wouldn't buy the Tarte one if you want it for the actual brightening effects; it's just for moisture and there are cheaper alternatives out there.
This is funny because the 3 step system is the only thing that consistently doesn't break me out after I tried quite a few cleansers and moisturizers, high end and not. Wondering why you don't like it! I also totally swear by the moisture surge intense moisturizer for overnight.
