I really really hope it's not just Halo 2 anniversary. Frig that, move on. I want another ODST game or a game with ODST's becoming Spartan IV's leading up to Halo 4 or something. I agree it was badly explained in Halo 4. It was in Glasslands that the situation in Halo 4 is really explained.
Perhaps MC is on a downward slide, a difficult journey on the other side of things than he normally is. Etc etc. It's undoubtedly done on purpose.
Not really, but if you need to read the books to get the story at all then yes, that's bad storytelling. However, you can get things in Halo 4 about as much as any of the other Halo games, a subtle/barely existent story that Bungie had no ability to flesh out apart from what the authors of the books did for them.
I think a game should be good, and it should fit well in with canon in a universe that had grown larger than just games so that everything isn't a standalone piece of crap.
