Not really, but if you need to read the books to get the story at all then yes, that's bad storytelling. However, you can get things in Halo 4 about as much as any of the other Halo games, a subtle/barely existent story that Bungie had no ability to flesh out apart from what the authors of the books did for them.
I think a game should be good, and it should fit well in with canon in a universe that had grown larger than just games so that everything isn't a standalone piece of crap. Read the core books and you'll find Halo has never been more alive. Bungie got lucky with a hit, the real story starts in the books and into Halo 4
