That's a game, you're presented with problems and must react to events that are happening, this is called, game play. If an environment has a sequence of these leading to an outcome it's a game.
I agree that Gone Home is not a game, it's an interactive story. There is no game or game play. There are no problems to solve and no rules that they are confined to (aside from collision and lack of controls) That doesn't make it bad, it's a good story, but some people will like it and some won't.
