I had this problem during the first week or two because I didn’t realize the system was staying awake as I took it off of the dock and put it in its case. Several times o opened the case to find a heated switch with low battery. Now I sleep it every time I take it off the dock. I can’t speak on behalf of yours though…
After holding the power button down, then you can navigate with the controller. But you cannot access the Power Off menu item from within the system UI. Holding home button only pops up an option to put it into sleep mode.
I think part of the problem comes from the fact that Powering Off the system can only be done by pressing the power button for several seconds. If it were easier/possible to do from the UI, people would preserve their batteries more.
