It's a shame it's not accurate until after 90 days, but not many HIV tests are, blood tests are usually repeated after 3 months of a risky exposure (eg needle stick) to be sure, so they aren't 100% either.

Nope, don't know why. I guess the feeling is that 150 cases in 3 months is not enough to vaccinate the entire country. Some boffin in public health adds up the figures and makes a decision.
