For my school, getting a team going was a 4 year endeavor. The team spent 3 years doing SAE Baja to prove that they were committed to the project, and their senior year actually doing the FSAE. That was the only year it happened, as it was too expensive to run and the results weren't promising for future years.

One exposure/ access point for SpaceX that is outside of the top schools is the FSAE competition in Michigan each year.
