Why not make more widespread use of EMTs or paramedics on motorcycles or scooters in urban areas? They could be kitted with equipment to initiate BLS which would dramatically cut response times in congested urban areas. I know some cities do have EMS on two-wheels, but it is very rare in the U.S.
