I agree that they used to be cool as a styling thing on some cars. But I think now, on new cars, they evoke the opposite of performance. They've become synonymous with hyper-miling due to nature of the cars they've been used on in the last 20 or so years.

I understand the rear fender skirts on cars to decrease drag. They'd do it on the front too if the bloody wheels didn't have to turn. But it just completely ruins the look of the car. It'll always be the case, and it's never really made clear to many people who don't understand it. The electric cars are the next step. kW numbers or 0-60 times vs range. Tesla is actually doing a pretty good job on their website of trying to accurately estimate range based on use and driving style.
