That's a good point and I considered mentioning that an the GTI as well, but I feel that the WRX/GTI are really just performance versions of the Impreza/Golf so not really qualified as "base" cars.

I'd suggest a BMW 228i over a 320i. It's cheaper (it's the cheapest BMW), a better size, and you can save the $700 chip re-tuning.

That's not the issue. They can't be registered as cars because they don't meet the requirements (emissions, safety, etc) for cars.
