It’s not to stop selling gas cars, it’s to sell plug-in cars, and by CA’s rules, any car with a plug and a battery that will take it 20 miles or more is an electric car. All that’s going to happen is that a lot more plug-in hybrids are going to be sold.

There is no such deadline. 

Many of the world’s automakers already decided to take the EV route, even in the EU, before any government regulations were announced.  The economies of scale matter here, if you’re still trying to produce a gas car in ten years.  It’ll be priced too high. 

Governments have to set goalposts for industry, or else nothing will change. Those posts can change position over time, but everyone needs a target. Think about smog reduction targets in the 80's. When somebody realizes they’ve made an $80k mistake it’s not uncommon for them to go “above and beyond” in their own mental gymnastics to convince themselves they’re thrilled with the experience.
