Not accurate. They didn't determine that LTE and WiMax are 4G standards, they just accepted that there are more colloquial uses of the phrase "4G" and stopped fighting its use. But they definitely do not count as 4G in the technical standard.

AT&T also markets their HSPA+ as 4G. And T-Mobile's 42Mbps is faster than most people can get their LTE to download. And LTE isn't 4G, either, making ALL carriers liars about it.
