Yeah, I've played all of the games and I never saw any in R/B/Y or G/S/C. I think I remember seeing a shiny tentacool in Ruby, but then nothing UNTIL the newest games. I don't know whether I was just lucky or they've raised the chances of finding shiny pokemon, but I caught 2 or 3 shinies while playing Black.

While they could've lied, I'm fairly sure Gabe went on record about a year ago saying they weren't building a new Source engine. Other than that, your hypothesis would make sense though.
