As Rogoway said, the weapon matters more than the platform in this benign air environment, and every single USAF combat aircraft (i.e. shooters) has now been modified to deliver weapons appropriate for CAS, so saying the Air Force hasn’t adapted its inventory for irregular warfare is nonsense.

The B-1’s cost per flying hour, coupled with the loiter time, weapons payload, reduced tanker support to get it there, make it far cheaper to provide persistent overhead precision CAS than any other platform in a fight…

Any fighter would need the same assistance in targeting and neither a fighter nor a drone can match the payload you get with a bomber. When you factor in that you don’t need the tanker support for the B-1 that you would with an F-16 it’s a smart move.
