Any time you lock up the brakes that means those wheels have actually LOST traction. A spinning wheel that is braking provides far better stopping than a stopped wheel that is sliding.

Your argument seems logical, but from a legal perspective your definition of “theft” would require proof. You’d have to prove that UPS intentionally “lost” the item with the intent of selling it for a profit for it to be considered theft. Proving that would be impossible.
