While it has only been maybe 3 or 4, I’ve seen a surprising number of these in the uppity suburb of Indianapolis known as Carmel. While they call it a “dyno” in this case, it very well could have simply been a big roller that would give the front wheels somewhere to spin, without actually measuring the output from those wheels. The EPA is more interested in what’s coming out of the tailpipe, rather than the power hitting the road.
