Wouldn’t it make sense for a city to demand payment in full, in advance? I mean, the economic benefits of hosting such a rally have to be miniscule at best, so who cares if he doesn’t want to pay in advance and threatens to take his show elsewhere?

Yes. The normal procedure is that when a president holds a private campaign rally the police handle security and safety and invoice the campaign. Trump is about $5 or $10 million in arrears in his debts to the cities where he holds his rallies.

Isn’t Trump supposed to pay for his own expenses associated with political rallies?

Yup. I work in psych, which is better that prisons and jails at dealing with this stuff AND I’ve seen many staff devolve into the “every seizure is fake why are we calling codes and taking vitals they’re FAKE”. I’ve also seen it with asthma- hell, I’ve personally experienced it with asthma.
