It's still 100 dollars more expensive, forces kinect, and is slightly less powerful than PS4, but they'll actually be in a position to compete now, and it will be a lot closer. Of course, I doubt all the Xbox fans that preordered PS4 will switch over. Some, yeah, not all.

An iPad does not need to be connected to the internet at all times to be considered fully functional. You can connect it to your wifi, download whatever apps you want, and (pending the app) it will work perfectly fine without another internet connection indefinitely. That's the difference.
