The first case sounds like the detector has gone bad, and the traffic light control unit has reverted to a time based operation. Thus it's much less responsive.

Fail! This only works if the driver cab hits the sign.... other wise the car behind you will realize you won't make it. But they'll have time to pull out their camera and record the crash for Youtube!
