I kinda feel like the reason the urban areas of Fallout 3 (and the small ones in New Vegas) don't hold up as well to the rural areas is/was more of a technical issue. DC didn't feel like an open city to explore because so many roads and buildings were inaccessible, forcing you to run around the maze of subway tunnels…
