My point, which was meant to be a not-particularly-serious one (#uselesstechnicalities) was that there are people who do say “would of” in which case the reporter might have been quoting the cop accurately. It is not the job of the reporter to upgrade the grammar of the one (s)he is quoting.

It’s “would have”, which, yes, can be contracted to “would’ve”. Nevertheless, if South Roxana Police Chief Bob Coles said “would of” instead (as many people do), the writer/transcriber was not at fault. That was sort of my point.
