I think the difference is that the SpillPass Pi changes its MAC address every few minutes so that the 3DS thinks it is connected to a different Nintendo zone and dont stop reveiving streetpasses.

Or if you own a Raspberry Pi just use SpillPassPi to set up your own Nintendo zone.
