I'd consider Fallout more RPG with some shooter elements than shooter honestly. Yes, you could shoot guns. Or you could use hand weapons. Or you could just talk your way out of things (I mean there are people who play a pacifist run through of Fallout... really can't do that with a real shooter).

Actually, from what I understand, without wi-fi the PS4 can too stream to the Vita (they have hardware that they can just directly stream to each other). In fact, I'm pretty sure in the FAQ about PS4, Sony recommends you do it that way first.

Why is every news site making a deal out of this? It's common sense. Your experience outside the house is going to depend on your internet connection both at the place the PS4 is located and the place the Vita is located. And also any slow downs in between. Anyone who has any idea how the internet works would know

Well, it will do that better than the PS3 because the PS4 has dedicated hardware for remote play. The Vita can connect directly to the PS4 which is better than even connecting through your house's Wi-fi.
