Keep in mind that the PC version isn't the only version that exists now. Mobile and 360 versions are also present, and they (at least the 360 version) now have DLC like skin-packs, etc.

Yeah, it very much comes down to the fact that UbiSoft are fully aware that the modern sections of the game are there to act as stop-gaps between the historical settings.
