Yes it was, but they have stated multiple times it is going to be a console shooter. They don't want to split the PC community up, or something along those lines. I believe it was an early build that was shown on PC.
Considering CCP is nothing to do with Microsoft, I doubt MS had any say in CCP's choice of platforms.
Actually due to the system CCP has, Dust is being developed primarily in the Atlanta and Icelandic offices of the company. Yes the Chinese devs are involved but the entire thing is spread everywhere.

I see your point, I apologise for my comment as it was stated in a haze of tiredness. I agree that is what they should do, but they wont, as it relies on other company's products. Most of the publishers already struggle with the idea of Steam being so universal anyway.

Actually the maps wouldn't be nearly as big on the consoles - Battlefield has traditionally reduced the size of maps based on player count. Only Bad Company 2 deviated from this really.

DX10 you mean, Frostbite 2 is a DX10 engine with a DX11 component. Not only are you wrong on a technical level (which is fine, considering some of the marketing), but your brain had a massive derp and didn't realise that they would be shooting themselves in the foot if they went DX11 only.
