They did (with multiple additions of dlc to boot) if you remember CoD Ghosts, a mode called Extinction, which was zombies but with an alien invasion instead. Boss fights too!
I got a new cpu specifically because of that game. More than doubled my fps. AC: Valhalla might let me cook breakfast from my bedroom if the trend keeps.
The reason is xbox play anywhere. Microsoft wants gamers in their ecosystem to always be able to play together and transfer saves and such. Allowing a portion of their base to disinclude the rest runs afoul of that system.
You could also jailbreak your console and use a computer as a router to spoof your system info, which fooled the psn servers into believing your system was updated to current. Then do literally whatever you wanted hackwise with ease.
I can tell you from personal experience that the console versions were just as infested, for a time anyway. Cod4 (after a few months), WaW, and MW2 were a MESS. God mode, ghosting, aimbots, reverse aimbots (throwing your aim away from hackers), challenge lobbies, rank/xp hacking, you name it.

You mentioned exorbitant playtime requirements for leveling up. Along with the xp boosts from the pass, you can do challenges (of which there are many) to get chunks of xp…
