Absolutely. Or you could cut connections temporarily (my undergrad school did this) to force gaming disconnects and fuck up big downloads when it detected sustained usage. But yeah, how many public schools have a competent/well funded IT Department? The percentage has to be really low.

Not always. I currently use Express VPN, and I still clock speeds over 400mbps, maybe down 15% from what I’d get on a good day without a VPN. That said, yeah, school networks are traditionally dumb slow. Who knows if it’s gotten better in recent years.

Back in high school I’d use FoxFi (so I didnt have to pay Verizon for tethering) on my old Galaxy to run wifi for my group of friends to play/download games. I was up to 120+GB a month of data, but I had the grandfathered unlimited at the time. We'd have a whole team for CS at one table.

Yeah, the cooldown changed are an issue, and have increased multi fold across the board. Skill Cooldown (the gear stat) has also been converted to skill haste with halved numbers, making long cooldown skills more excruciating to use. If anything, the recent PTS changes are more nerf than buff.
