I see the first sentence as just referring to the fact that Victorian morals have been in place for more than century in India - which is true. I can see how the second sentence can be interpreted how you do, but to me it just seems like a very weak point made to lead in to the second half of the quote.
The article isn't saying that it is the fault of the British that homosexuality has remained criminalized in India for so long. It's pointing out that it's the fault of the British that it was repressed in India in the first place, as they were more open about it until the British came along.
