Black Bolt is the ruler of the Inhumans. He "died" during the War of Kings event (as much as any super hero actually dies). His wife, Medusa, took over as ruler in his absence.
Unfortunately not in general, he's apparently still got tons of fans out there. I mean, I don't wish ill on the guy at all, I don't have anything against him personally, but I can't see how anyone could find his art appealing. He was HUGE in the 90s, though, and I guess that's carried over since he's still selling.
